When States ratify international treaties, they agree to submit periodic reports to the body in charge of monitoring compliance with the treaty. Shadow reports are a way for NGOs to present additional or alternative information to the governments' reports. Organizations play an essential role in providing credible and reliable independent information to international human rights treaty monitoring bodies on the legal status and real-life situation of women and governments' efforts to comply with human rights treaties. Shadow reports work to supplement, or "shadow," governments' reports on human rights issues by calling attention to their accomplishments, as well as their setbacks. Cuando los Estados ratifican tratados internacionales se comprometen a presentar informes periódicos al órgano a cargo de monitorear el cumplimiento del tratado. Los reportes sombra son un método utilizado por ONG para complementar o presentar información alternativa respecto de los reportes periódicos de los gobiernos. Las organizaciones juegan un papel esencial al momento de proveer información veraz, confiable e independiente a los órganos de monitoreo sobre el estatus legal y la realidad de la vida de las mujeres y de lo que ha hecho el gobierno para cumplir con las obligaciones de los tratados de derechos humanos. Los reportes sombra cumplen la función de complementar o "hacerle sombra" a los reportes de los gobiernos sobre temas de derechos humanos, llamando la atención tanto sobre los avances como sobre los reveses.
